NH legalization commission makes no recommendation

Driving the news: New Hampshire has had a legislative commission looking at when and how the Granite State could legalize adult-use cannabis. But in an unexpected twist, after months of exploration, conversation, and research, the commission wrapped up their work without making any recommendations.

What happened: Legislators on the commission were thrown a curveball at the last minute when the Governor suggested he’d veto any proposals that had more than 15 dispensaries, that didn’t include a ban on lobbying and political contributions from cannabis interests, and other poison-pills that seemingly undermined the commission’s work.

Our take: It’s not “if” but “when” New Hampshire will legalize adult-use. It’s the only New England state that doesn’t have adult-use cannabis at this point. So the clock is ticking.

In meantime, Vermont, Maine, and Massachusetts will happily collect New Hampshire’s cannabis tax dollars.

MOTOR CITY LOUNGES
One step closer to Detroit consumptions lounges

What happened: Per CBS Detroit, one lounge license and four more provisional licenses have been issued by the City of Detroit opening the door for consumption spaces. 

Why it matters: Even though some two-dozen states have legalized adult-use cannabis, very few cannabis consumption lounges are allowed, never mind opened. Detroit is pushing the envelope on this front and no doubt other big cities will be watching closely. 

We’re in: Consumption lounges are the next logical step in legal markets. And if you want to know what it might be like, would-be owner/operator of Altered State Cannabis Company in Detroit said, "This experience will be extremely personable. Where I want you to stay. I want you to try a flight of dabs, or a flight of pre-rolls, or a flight of flowers." Yes please!

ON WISCONSIN
Pardon me, Governor Evers?

What’s happening: Governor Tony Evers (D) has just dropped a significant batch of pardons, including dozens for past cannabis offenses. This move has brought the total number of pardons under Evers to a not-insignificant 1,111, with a significant portion relating to cannabis possession, cultivation, or sales​​.

Pardon me: Evers emphasizes that these pardons don't erase records but represent forgiveness, restoring rights such as jury service and public office eligibili​ty. 

420 in WI?: Despite the pardons, the GOP-controlled legislature remains a roadblock to broader legalization, having stripped cannabis proposals from budget requests and stalled legislative measu​​res. 

For their part, the Department of Revenue has thrown in some economic impact numbers, projecting nearly $170 million annually in tax revenue from proposed legalization measures.
